As organisations rethink how work gets done, the boundaries between Human Resources, Talent Acquisition, Learning and Development, and the emerging discipline of Talent Architecture and Orchestration are becoming less clear. This operating model provides a practical comparison of each function’s purpose, trigger point, responsibilities, risks and measures of success.
It is designed for People and Talent leaders who need to define how these teams work together as organisations move beyond traditional workforce structures. In particular, it introduces Talent Architecture and Orchestration as a new work design capability, responsible for determining the right combination of internal talent, external talent, capability development, automation and AI required to deliver business strategy.
The model creates a stronger basis for conversations about the remit of TA, where its involvement should begin, and where accountability passes between teams. For example, HR’s advisory priorities are naturally shaped by its core risks, including workplace investigations, performance improvement, compliance and employee relations. Talent advisory requires a different lens: talent supply, market intelligence, role feasibility, internal mobility and build-versus-buy decisions.
This distinction also exposes a critical operating-model problem. If TA is engaged only after a requisition has been approved, the most important advisory decisions have already been made. For TA to operate as a genuine talent advisor, its trigger point must move upstream, into workforce planning, capability demand, succession risk, role design and decisions about whether work should be filled, built, mobilised, automated or redesigned.
In larger organisations, this new work design team may operate as its own vertical, with dedicated ownership and expertise. In smaller organisations, it may be better established as a horizontal working group that brings together HR, TA, L&D and other relevant workforce specialists.
