Gabi Bywater is the Lead Category Specialist for NSW Procurement. She is the architect of the NSW Government contingent workforce strategy which is transforming the way NSW Government recruits and manages its contingent workforce. She is responsible for delivering the strategy across the sector which has involved client engagement, stakeholder management and sourcing activities.

The strategy encompasses four pillars:

  • Prequalification scheme: contingent workforce – in place February 2013
  • Single whole-of-government vendor management solution – awarded January 2014, currently in implementation
  • Panel of vendor-neutral managed service providers –awarded August/September 2014
  • Panel of contractor management organisations to build a government specific contingent pool of talent

Gabi has been involved in the HR/recruitment arena since 1995. After working for an international recruitment company she moved on to implement Australia’s first national VMS/MSP/RPO solution. She went on to manage other major corporate clients’ labour services in the private sector before contracting to the public sector in 2009.

Gabi is an HR professional with procurement expertise. Her tertiary qualifications include 2 master degrees (industrial relations and human resource management). She is a member of AHRI, is an accredited professional RCSA member and is a member of CIPSA.
